LMX2582频率锁定问题

大神求助，我用的LMX2582芯片搭建一个电路，参考频率用的是40M，电路按照参考电路的来连接，环路滤波也按章参考的先连上了，但Vt 输入的电压一直是从1.5V跳到1.7V（用万用表测试），输出频率也是一直没锁定，现在想问一下这种情况是配置没写好，还是芯片出现问题，也想请教一下具体该怎么调试lmx2582这款芯片
