6678仿真时出现 PRSC module failed to write to a register错误

我的板子用了TMS320C6678CYP，test connect正常，但是debug时候发现无法写入寄存器，报错如下

程序肯定没有问题，在另一块板子上能够正常仿真。检查了reset脚，也是拉高的。

请指导一下该如何排查这个问题，谢谢！
