上电时必须有复位信号的下降沿，PLL才能正常倍频吗？或者倍频失败时需要插入复位信号？
现在的现象是上电时PLL未按照预期倍频，后续再插入复位信号也不能按照预期倍频
请严格按照数据手册上电时序来上电
