Network Steering (Mandatory)
- If device is already on a network, open the network for joining (permit join)
- Otherwise, if device is a ZED or ZR
- Try to join an existing network. If successful, open the network for joining
Network Formation (Mandatory for ZC, optional for ZR)
- This method is invoked if the device did not find a suitable network to join
- Create a new network:
- ZC will create a centralized security network
- ZR will create a distributed security network

2.Network Steering中如果ZR成功加入了一个网络，那么将自动允许其他节点也加入？
3.Network Formation中ZC能建立网络好理解，ZR也能建立网络吗？
